The process of identifying and documenting project roles, responsibilities, and required skills, reporting relationships, and creating a staffing management plan.

 

Simple Version: Deciding and defining who will be required on the project. What roles, skills, etc.

Agile methods promote servant leadership and empowered teams. This may be less draconian, than traditional command-and-control HR plans. Team members are encouraged to “wear many hats” and team members are empowered to step up and undertake roles without official assignment. More of a  Theory Y rather than Theory X approach is emphasised.
